Yes, but not all non citizens are illegal aliens.

As an example out of 100 people let's say 15 non citizens hoe many of them are here legally vs. illegally?

Then of those 15 if 15% are voting that means 2.25 are voting. (Call it 3)

Of those 3 how many are illegal?

Even if it was 2/3 that means for every 100 voters MAYBE 2 are illegal and that's assuming that 15% of non citizens vote. The author of the study said that number was exteme high end of the range. He said he believes the number is more like 1%.

First, the only problem reported is that the number of votes made on the voting machines did not match the physical count of numbers of voters who showed up as recorded manually by poll workers, not compared to the number of potential voters in the area as some stories suggested.

Secondly, the magnitude of the errors was miniscule and the positive and negative errors were close to equal. From the first link: (The first link is the only one with hard numbers and actual quotes.)

Detroitís mismatched votes

Here is a breakdown of the irregularities in Detroitís 662 precincts:

■236 precincts in balance ó equal numbers of voters counted by workers and machines

■248 precincts with too many votes and no explanation (77 were 1 over; 62 were 2 over, 37 were 3 over, 20 were 4 over, 52 were 5 or more over).

■144 precincts with too few votes and no explanation (81 were 1 under, 29 were 2 under; 19 were 3 under; 7 were 4 under; 8 were 5 or more under)

■34 precincts out of balance but with an explanation
Not quite the smoking gun some people want to imply it is.

If voting is recorded at 108% and the average real percentage of voting were more like 68% or less, then the margin of error is gigantic and obvious. It is massive voter fraud.
