I have some doubts that the House Democrats would do that, since the Democrats are the party of tax and spend. The political Right are generally the type who would be happy to hear that the government stopped spending money, so it would be a win for the Right and a loss for the Left. Also, the voters on the Left who want the government to spend would be upset with the House Democrats for preventing spending, so they'd probably lose a bunch of voters that way.
The Democrat party is not the part of tax and spend. They are the party of win and control. You will purchase a product or we will fine you. You will not say things we feel is hateful or we will jail you. We support our socialist candidates, we will force you to give employees in a business you own control through a democratic process. That is the Democrat party
