History paints a different story.
The bill came about during the transition away from the Anglican Church being the only taxpayer supported church in Virginia and the laws of Virginia that supported only the Anglican Church. Jefferson had been trying to introduce the bill since 1777, but it was killed each year by members of the Anglican Church in the legislature of Virginia. By 1784, the Virginia legislature relented somewhat and created a resolution to fund all Christian religions with tax dollars rather than just the Anglican Church. It was Madison, not Jefferson, at this juncture, who re-introduced the Virginia Statute for Religious Freedom, and Madison worked the bill through the entire legislation process until it was passed and adopted in 1785 and enacted into law on January 16, 1786. All Christian churches received tax dollars after 1785 and the Christian religion reigned supreme in Virginia, even in civil service, thus the protection of all Christian belief as civil servants rather than just Anglicans.
