I am not sure education is the cure-all here. I think this one is about experience. If it is normal to be around people who look different, it is not big deal. But when it is rare to be around someone who is different, it will be a bigger deal. Along with this is the pecking order instinct. That is, where am I in relation to this other? Have we stepped into this other's territory, or has this other stepped into our territory? I think there are some real primal things going on here, and education can influence our reactions. Leaders can influence our reaction. But under all the social influences is our primal self-defense mechanism.

A president who repeatedly refers to the other as terrorist, rapist, criminals, and associates them with violence and illegal drugs, and diseases- will increase the fear and dislike of "those people". If it is common to think of people in negative terms, that is what will happen. We might be aware, that happening is internal, if build a brick and mortar wall or not.

This is about human nature. Are inclined to feel more comfortable around people who look like us? This would include fat and skinny people, or people of color, or people with disabilities, rich and poor. How do we feel when we are different from everyone else in the room? How do we feel when someone who is different comes near us?
The extreme point- being the only person in the room of people of a different color/culture/size/etc - will make most people uncomfortable. The question becomes is a person comfortable in a room with a mixed group or are they giving certain folks the side-eye.

Is it racist to put the worst schools in African American NEighborhoods

Is it racist to put abortion clinics in walking distance of African American Neighborhoods

Is it racist to put the business district as far as possible from African American neighborhoods

if the answer is yes, then Democrat mayors over the last 60-80 years are guilty of racism.

Lets see 20,000,000 people were added to the Welfare Roles and Minorities were at near record HIGH unemployment under Obamanomics

Now Trumponomics has record LOW unemployment for minorities.

Wow.. Now tell your Grand Wizard Of Rhodana How Trump isn't keeping the Policies of Obama that decimated the hope of Minorities and kept them in poverty.

What are you worried My Cousin will move to your neighborhood and you will have to flee in Black Flight.
