In the US, each state has different requirements, though most have similar requirements. In Virginia you can pay an uninsured motor vehicle fee for the purposes of registering, and parking the vehicle, but isn't permission to drive the vehicle without insurance. You are also not penalized for not having documentation, but in the case of an accident, if you are uninsured, your license is immediately revoked, the vehicle registration is revoked, you are civily liable for damages, and cannot be licensed to drive in the state until all damages and civil fines have been satisfied. You are then required to file a form SR22, which in effect insures your drivers license, and must carry it as extra insurance for a period of three years.

You find out very quickly that a simple liability policy, which covers the cost of another drivers vehicle, and medical costs in case of injury, is far cheaper than taking the chance of driving without insurance. If you have a fairly clean driving record, a liability policy can be purchased as cheaply as $500-600 USD anually.

it is ridiculous not to purchase auto insurance.

Thanks to the number of ambulance chasers about these days, I even have 3rd party liability insurance on my dog.
