3) the reason Al-Maliki refused to grant the U.S. a SOFA agreement is pretty clear. There were many instances where U.S. interests committed civilian atrocities in Iraq. Blackwater, a U.S. contractor committed a couple of instances of such civilian atrocity. They were beyond the reach of the Iraqi Justice system. The pressure on Al-Maliki to deny future legal protection was immense from the Iraqi citizenry. The chances for a SOFA agreement were extinguished before Obama took office.
Was Obimbo held to Bush's timetable? Did Obimbo have the power to force Maliki to accept SOFA? Obimbo's decisions were politically based. Military experts were saying, long before we left, that if a contingency force was not in place all gains would be lost.
Thanks from Tony

The American people held Obama to Bush's timetable. Obama couldn't "force" Al-Maliki to sign anything. Your preoccupation with a SOFA agreement lacks relevance in my mind. Keeping 3,000 American soldiers in and around the Green Zone in Baghdad would not have stopped ISIS from spilling over the northwest Syria-Iraq border. Second, having 3,000 American soldiers in Baghdad would not have been a courage potion to the Iraqi military 200 miles to the north. They would have still abandoned their American supplied weapons and ran for the hills. You can't teach courage. A SOFA agreement is totally irrelevant to the current situation in Iraq IMO.

You're right. Having a small US force in Iraq wouldn't have altered one bit of history,
