On the contrary, right now, US/NATO has troops massed all along Russia's European borders. The positioning of troops, bases, missiles makes it pretty damn obvious who's intending to invade whom! Same goes for China!
Not only are few soldiers involved, they aren't "massed" on the Russian border, but it makes for good headlines.

I am born in the usa. and I love new York. but not politics. anything our gov does
hass a effect on another country. like anything another country does hass a
effect on the usa. bad or good two ways. we got to start being fair with each other or there will never be a end to wars. not married yet? your kids will join
the armed forces and ebd up in a war if it happends. your kids kids the same. almost every generation was in a war some came back som did not.
those of the isis and alweeda and those that don't want peace regardless
are the exceptions. but what made the exceptions. year by year more and more
built up unsatisfied grudges that built up to war. but whats the use
our gov don't want to listion to the out siders. that's us.

It's not the Cuban missile crisis, but the last time the U.S. was setting up interballistic missiles on the Russian border was when John F. Kennedy was in power back in 1961. At the time, the U.S. had intermediate range ballistic missiles in Turkey. The move prompted the Soviet Union under Nikita Kruschev to build missile bases in Cuba in order to protect the island from U.S. overthrow, setting off a Cold War between the two superpowers.

This time, president Barack Obama's Defense Department will bring new missiles even closer than JFK's Turkey base. The U.S. will set up new Raytheon (RTN) SM-3 missile defense systems in Poland, roughly 50 miles from the Russian enclave of Kaliningrad. A Russian spokesperson at the Foreign Ministry said his government was not pleased to hear about the U.S. military decision for a permanent missile defense base so close to home. Kaliningrad is a unique piece of Russian real estate. It is not connected to mainland Russia. Neverthless, the Russians consider it part of the Federation and at least the Foreign Ministry is acting surprised by the missile base deal signed between Poland and the U.S..

The SM-3s system will be located at the Redzikowo military base in Poland, close to the Baltic Sea and Lithuania.

"Regarding the U.S. plans to deploy missile defenses elements and air force units in Poland, we are certainly concerned and agitated," Alexander Lukashevich told reporters on Thursday.

The State Department confirmed U.S. military plans in Poland as early as March. But now the plan is moving along with Poland signing the required agreements Thursday for the 2018 timeline for deployment, the U.S. and Poland said in a joint statement.

First off, it's "Khrushchev."

What the hell is an interballistic missile? Even putting that aside, this is fake news. Yes, IRBMs were deployed in Turkey, nuclear-tipped offensive weapons. The SM-3 missiles are non-nuclear anti-missile missile, a defensive system.

And, "The move prompted the Soviet Union under Nikita Kruschev to build missile bases in Cuba in order to protect the island from U.S. overthrow...." is nonsense. Soviet troops stationed in Cuba would serve as a deterrent. Khrushchev ordered the deployment as a tit for tat move, and as a means of getting the IRBMs in Turkey removed. The move worked.

The emphasis on Kaliningrad is a diversion. The planned deployment: 24 defensive missiles, and the 24 defensive missiles pose no threat to Russia.

A civil war? Seems I've laid this out for you before, but I'll do it again.
• Russia invaded Crimea, and held a "referendum" vote that allegedly showed that the Crimeans wanted to be a part of the Russian Federation.

• Russia annexes Crimea and makes everyone living there a Russian citizen.

• Stories widely circulate via Russian media that the "fascists" in Kiev plan on an ethnic cleansing of the Donbas, with Russian speakers (everybody, even in Kiev btw) and Jews targeted. On the "Jewish question," pamphlets flood the streets of Donetsk Luhansk, and other Donbas cities.

• Demonstrations break out all over the Donbas. Government offices were seized. "Leaders," former criminals in some cases, along with Russian operatives begin setting up the Donetsk and Luhansk "People's Republics."

• Having seen the events in Crimea, the people of the Donbas hold their own referendums which show that the Donbas residents also want to be annexed into Russia.

• Russia does not annex the Donbas because it suit Putin's objectives for the Donbas to remain a part of a broken Ukraine, keeping EU and NATO membership completely out of the question.

• Russia has completely abandoned the common people of the Donbas for three winters now. Most people aren't starving, but they are malnourished.

• And in the insult only injury category, Russia has criticized Ukraine for cutting off the pension checks of retirees in the Donbas.
The Russian-inspired "civil war" in Ukraine isn't much of a civil war, with only the Donetsk and Luhansk People's Republics involved, a very small part of Ukraine. Russia has heavily militarized its border with Ukraine.

The Russian people have been told that NATO wanted Ukraine so it could mass troops in Ukraine, troops whose mission would be to march straight to Moscow. The Russian people believe their government and its news outlets.
