From the link I posted:
Pursuant to 44 CFR 206.35, I have determined that this incident is of such severity and magnitude that effective response is beyond the
capabilities of the State and affected local governments, and that
supplementary Federal assistance is necessary to save lives, protect
property, public health, and safety, or to lessen or avert the threat of a
disaster. I am specifically requesting emergency protective measures,
direct Federal Assistance, Individual and Household Program (IHP)
assistance, Special Needs Program assistance, and debris removal.
That's a request for aid.

Stafford act in 2005.. THE GOVERNOR OR DESIGNEE had to REQUEST AID and list the type of aid needed.

Section 301.

Bush and Congress had the Act modified post Katrina. To give the federal government more powers.

Surprisingly Irma pulled water out of Tampa Bay and Manatee's got stranded. People were vigorously saving sea cows last night. My people live on Pinellas Peninsula just west of Tampa and the TECO power outage map shows that they did not lose power but downtown Tampa did. Moral of the story; don't live in Florida where you go to vacation and come back on probation.

My oldest son & his family live in Seminole just west of Tampa. They made it up here to Memphis with me late Friday night, but reports they are getting from their friends in Seminole is that the area west of Tampa made out pretty well.

Don't bother. TV is an absolutely pathological liar. He just makes shit up. Even when PROVEN wrong as you have just done, he will keep beating that dead horse until it's sun bleached bones have been pulverized to talcum powder fine dust.

This is the umteenth time he has made this particular claim.

My bold. Only a moron would NOT have assumed emergency protective services meant TROOPS !!! But that was the the new FEMA at the time. It was a cluster f**k but at least it was a lesson learned and Texas and Florida won't suffer.
