Did he call for them to be terminated or did he say that he thinks they should be? There is a very big differance there. One would be the state directly and publicly directly private industry and the other is stating an opinion plus everyone knows that trump kinda has a thing about firing people.

That is not correct. Regardless of what the NFL rules are or the owners rules are, they can modify or change them as they see fit unless its a contractual agreement. Its called applying standards.

The NFL is a private club comprised of team owners.

The team owners have been supportive of the players (their employees) who take part in this protest.
Any guidelines set down in the past, have no legal force, it's not a legal question.
If the owners say it's OK, it's OK.
If an owner decided to fire an employee for this conduct, it would become a legal question, if the dispute was brought to court.
If a group of owners decided to bring a suit against another owner to enforce the guideline it would be a legal question.
But the owners have been supportive or silent on the matter. It's a private business and it's up to the owners how they want to handle it.

It's unfortunate that the media has not been more cautious with their quotes and information. Apparently, they have not done their research.

"No such wording appears in the 2017 version of the Official Playing Rules of the National Football League (which the NFL also sometimes refers to as an “operations manual”): Pages 62 and 63 contain only regulations about the enforcement of fouls committed on the field during gameplay, and nowhere else does that document specify anything about the either the playing of the national anthem prior to games or the required behavior of players and team personnel during that ceremony. In fact, the rulebook makes no mention of the national anthem at all."
