The law will never go into effect, the courts will enjoin it from taking effect, the state will enrich some lawyers to argue on it's behalf, the law will be tossed out, it's unconstitutional, and everyone knows that.

But if you think of it as converting tax dollars into campaign funds, yeah, you might think it's clever.
And it's not like they could use those tax dollars to improve their schools (ranked 46th in the nation).
I say stupid laws for stupid people, Iowa elected stupid people, they deserve stupid laws that just waste tax money.
