They have done this already. EU says it will 'react swiftly and appropriately' after Donald Trump trade war threat | The Independent

And those certificates are the start of a trade war. It is essentially a tariff/subsidy system.

I tend to agree. That is why we should pull every United States military base and soldier and sailor out of Europe. Were not that important to them anyway. See ya
