On second thought, I don't like this at all!
There will be all kinds of exemptions and waivers for minorities and poor people that will bypass any academic requirement.

Again, the college freshman are reading at 7th grdae level, and this with pre-K, Head Start, etc., etc. All brought to you as necessary by the government-education complex.
