So, first of all, we aren't talking about WEATHER. We're talking about climate...a long-term change in the Earth’s climate. That includes global warming and everything else that increasing greenhouse gas amounts will affect.
Second, Trump or his predecessors will end up spending billions eventually. The devastation has already started. Coastal areas and tidal floods are inundating beaches, islands, roads, and even cities. Ocean water IS expanding.
So, Trump can ignore this all he wants but eventually the price is going to be extremely HIGH--not only in property but people. The rest of the world seems to recognize that, but America will be GREAT again--under water.
