You thought "vigilante" because that seemed to be the picture being drawn by the person who wrote "posse" incorrectly.

In Chicago, where are most of the killings take place? I really do not know that much about Chicago, the "South Side" sounds like the rough part of the city. What are the demographics of the people being killed? Is it black on black violence? How many people from each demographic have been killed? How many males vs. females? How many of these murders have been solved?

How many cops have been killed? Memphis, three cops have been killed in the last year, the last one was last week when a policeman was ran over by a fleeing person with a gun who shot two or three people earlier at another location and trying to flee. Ironically, a black person from Chicago. Someone is found dead or murdered in Memphis almost everyday. These are I would guess 98 percent if not 100 percent black. In Tennessee you have to have a concealed carry permit, my father has one. I don't know what it involves, but I think it is a class and certification, no felonies, get to carry a gun on you. So, unlike Chicago, a lot of people in Memphis are armed (citizens and thugs)but violent crime is not seemingly a deterrent. Personally, I just do not want to live in a place where I do not feel safe unless I am armed. That is just not a way to live for me.

Memphis and St. louis are both more violent cities that Chicago is. Of course both cities are about 1/10 the size of Chicago, many it's just the sheer number of shootings that freaks some people out so badly.
But what is far more likely is the fact that the President lived there and Chicago has a reputation for strict gun control laws that makes conservatives like to cry about violence in Chicago so much.
