Baby boomers planned their retirement with the laws in place .
If you want to change the way it works, then work to get a phase out.
You can pay for the boomers, and have the benefits phased out, so you don't burden the next generation.

Where do you get your numbers?

In Canada, the cost is $3961/person/yr. The Wikipedia number is ≈$4600.

With your population of 325 million, that would be under $1.3T.

According to Wikipedia, your number includes the premiums for health insurance. And that is with many people still not having coverage.

There are 55 million people on Medicare. Medicare spending is $644 billion per year. That does not count the billion dollar supplimental insurance. The US govenment spends roughly the same percentage of GDP to cover 55 million people as other countries spend on their entire population as a percent of GDP. Take the $644 billion and calculate that out to 320 million people. That is over $5 trillion dollars. Roughly a third of our GDP. And that does not count the billion dollar supplemental insurance industry.
