Any time you have a projection of expenses, you're not dealing with hard numbers. Do you think people can predict to the dollar how much a road is going to cost in 2020? No. You make an educated estimate of how much the roads will suck up, and then you designate that amount. Same with healthcare. You make an educated estimate of how much money is needed and then designate that amount.

In the first bill I mentioned, you might have 5 million each designated for roads A, B, and C for a total of 15 million. If the second bill changes the amount to only 10 million, then you have effectively CUT road C from the plans. It doesn't matter how hard or soft the number is. Less is less, so it's a cut. Same with healthcare. If the current law has a certain amount designated that will be spent on Medicare in 2020, and the new law has less money that will be spent than the current law, then you have CUT money from Medicare.

In 1996, Congress reduced welfare benefits, which were instrumental in stimulating the economy. This forced 500,000 workers into the workforce, increased their spending power, and cut the spending outlays of the government for welfare while increasing tax revenues from their incomes.

The welfare act of 1996 and the tax credits dropped the child poverty rate from 29% to 18% by the year 2000 and it had dropped to 17% by 2009, and jumped to 19% by 2012 under Obama.

The employment rate for single mothers increased by 15% by 1999 after welfare reform in 1996.

Wrong again, Jimmy. That is not a link.

Yeah, well, I tried your fbi.gov yesterday and there was no reference on the home page or the side menu to your stats--NONE.
So don't tell me it takes 30 seconds. I've been doing researches/searches for close to 30 years so.....save it.

Try taking a technology class. Maybe that will help you.

FBI.gov, dropdown menu, any data chart you want to make.

Census.gov. All poverty data.

Try getting your information from the original source rather than a left-wing website. You may learn something.
