Seems there is a limited way to a change of status from E2 to LPR

Yes, they were here on a TEMPARARY visa.. the Visa Ran out.. and they FAILED to renew.. Now what they can do is reapply and hope they can reenter the county.

WHAT DO YOU THINK WOULD HAPPEN IF I LET MY MEDICAL TECHNOLOGIST LICENSE TO EXPIRE to you think they would let me continue to work on that expired license, with the excuse "I didn't have time to renew."

Their application was denied.

What does it take to get you to respond to what is in an article. rather than what you think is in an article?

They can reapply. they let it expire, and they stayed in the country. they applied late and were denied.
