These two statements sum up the difference between a fetus and an unborn child: If the mother plans on keeping the unborn child, it is referred to as a baby and an unborn child. If a woman wants to get an abortion, then the unborn child is a fetus.

Medically: embryologist refer to a fetus is an unborn, living, human child. The Mayo Clinic refers to fetuses as babies: “A fetal biophysical profile is a prenatal test used to check on a baby's well-being.” Fetus, unborn child and baby are interchangeable.

Legally: Federal law refers to a fetus as an unborn child.
State Children's Health Insurance Program 42 CFR 457.10 - Definitions and use of terms.

Child means an individual under the age of 19 including the period from conception to birth.

(1) Serious jeopardy to the health of the individual or, in the case of a pregnant woman, the health of a woman or her unborn child;
Etymology: The word “fetus” has always been interchangeable with an unborn child.

Libertarianism: The most fundamental axiom in authentic libertarianism is the doctrine of “aggress,” which is one of the purposes of government and mandates that government protect unborn children.

It is the opposing factions of this oligarchy that stalemate and obstruct congress by owning as few as 51 Senators. That oligarchy is now entrenched in the President's cabinet and advisors.
