Civic nationalism

What do you think of civic nationalism? That's the nationalism that attempts to reconcile liberal beliefs with nationalism, arguing that a strong civic society is key to nation-building. What do you think?

I don't know a lot about it, but I know it is attached to a disciple of Jeremy Bentham: John Stewart Mill. Bentham did not believe in inalienable rights, so I don't think it is a good fit for our form of government.

Utilitarianism has its limits in the area of practicability. I think it can only work in a highly trained and humanly mechanized wing of the military, or in a small socialist state where everyone is brainwashed to think collectively. Aldous Huxley's Brave New World.
