I don't believe that Obama failed bigly. Colorado's Senators Introduced S.1152 - The Secure and Fair Enforcement (SAFE) Banking Act of 2017. A similar bill was introduced in the House. Both languish in committee, the Senate version in the Banking, Housing, and Urban Affairs committee, and the House bill in the Subcommittee on Crime, Terrorism, Homeland Security, and Investigations.

The bill would across the board legalize the use of banks by cannabis retailers.

Looking the other way, allowing states to move ahead with legalization, raising the specter of a constitutional challenge which most likely would be successful, yes, businesses could lose it all in a big sweep, but with every passing day that becomes increasingly unlikely.

I think that was Obama's plan.

I agree but i also expected the conservatives to play on that move and push abortion laws in the same way. Since they have not now that they have the ability to do so (see AG) i fear that they may go the other way and attack the dispensaries.

Look at how Hawaii is trying to use this to push another agenda. Had obama just removed it from the scheduled substance list and placed it directly in the hands of the states (where it should be) all this nullification would have been avoided. Dont get me wrong, i dig it. But it could have been avoided. It was a bad move for a big government agenda guy like the drone lord.

The study you linked said if you smoke cannabis (pots are hard to keep lit) HEAVILY cognitive impairment may last up to 28 days.
