Why these Universities are not good in football?

I like college football and am puzzled why some schools just fail to have any decent teams year after decade on end. My examples.......

Hawaii is 2-8. Not very good. I would think Hawaii would be a great draw for athletes. Hell, who wouldnt want to go to school in freaking Hawaii? Or Hawai'i. Beaches, great weather, scenery, Asian women. Wouldnt February in Honolulu be better than February in Ann Arbor Michigan?

Colorado. The University of Colorado is 2-8 and 0-7 in the Pac 12. This used to be an excellent football team when I went to college in the late 1980's and won a National Championship in 1990. Now they blow. Their stadium is beautiful, the city of Boulder is nice, near mountains and scenery. Yes, and there is legal weed, but that is beside the point. I mean, I would rather spend four years in Boulder than four years in Tuscaloosa, Alabama.

Kentucky is doing great this year. They are 5-5! But usually Kentucky is another bummer team in the SEC and not a heavyweight. They do play football in Kentucky. A commuter school like Louisville should not field a better football team.

North Carolina at Chapel Hill is also not that great of a football team. like Kentucky, they are a "basketball school", but so is Duke and they are having a great year at 8-1.

Illinois is also not a good football school. Large agricultural state (farmboys and rednecks) with Chicago players should be a great combination. But the Illini is just a fail on the field.

Indiana is also somewhat like Illinois and even worse. Another "basketball school" excuse there

Kentucky is a Basketball school,

Kentucky had a great team at one time, the Coach was Bear Bryant, Rupp became worried about the Football program overtaking the basket ball program and ran Bear Bryant straight to Alabama.
