A Random Thought on Social Policy & Poverty

If someone ever says to you “Beneficiary fraud of food stamps is less than one percent”, you know they are clueless, and ignorant of the facts.

When I first read a comment like this I thought ‘Not possible in a million years, I know better.’

After seeing it 2 or 3 times I decided to get to the bottom of it, where was such information coming from.
Lo and behold I found a report by the Department of Agriculture – they administer the food stamps program, also called SNAP- titled “The Extent of Trafficking in the Supplemental Nutrition Assistance Program: 2009-2011”.
The Extent of Trafficking in the Supplemental Nutrition Assistance Program: 2009-2011 | USDA-FNS

Well, finally I would be able to show what I knew to be true, selling of EBT card benefits is RAMPANT.

Imagine my disappointment when I read “Trafficking of Supplemental Nutrition Assistance Program (SNAP) benefits occurs when SNAP recipients sell their benefits for cash to food retailers, often at a discount.”

Yes folks, “beneficiary fraud” only occurs if the beneficiary sells their benefits to a retailer, not if they sell them to a consumer. All they care is somebody, somewhere, is buying food.

Nobody in charge knows how bad EBT fraud is, because they are not looking, they do not care.

I see no documentation, no data, subjective or objective, no evidence for any of your assertions, many of which are moral judgements.
So, what's up with that? Seems my posts should fit right in.

The issue is your detailed post with alleged facts about poverty and welfare. I am not going to defend my opinions to get you to validate your factual assertions wrapped in moral judgments. You assert, for example, percentages to imply factual basis but you have no verifiable references.
Make a case with verification and you might have a discussion. So far, it is disingenuous pseudo-science.
I am not going to write your term paper for you.

This sort of statement of fraud needs close examination. The issue is not really that fraud exists but the amount and whether it is somehow out of proportion to what "non-poor" might also commit in a similar circumstance. If fraud is sufficiently bad that it needs to be corrected, suggest some alternative program. I am not interested in depriving dependents of food because an adult made a bad or ignorant decision. You might want to compare fraud in the SNAP program to white collar income tax fraud if you need a baseline.

Earth to Biff.
As I said, no one is collecting any data, so no informed opinion is possible, except anecdotal, like the YouTube videos of people selling food stamps -fifty cents on the dollar.

The point is, Government effectively says, any frequency of occurrence is acceptable. Your government disagrees with you.

So you admit your claims and disparaging comments are a pure fabrication.
Come back when you can substantiate your claims. I know that RW thinking is rarely fact-based, but try to be more than your bias.

Perhaps you need to read your own posts. You cannot claim that "no one knows" after YOU made a claim that the fraud is "rampant" without breaching credibility.
And by the same logic, homeland terrorism is not a problem, because no one knows how many homeland terrorists there are. Or consider something more benign, like blue collar theft of employer property. No one is concerned when it occurs. No one who is suspected, is questioned, or pursued. It is completely ignored, by management, or legal authorities. In your world, blue collar theft would not be a produce. Of course, how could there possibly be a problem.

Imagine white collar income tax fraud. Suppose no one in the government cared about it, no one looked for it, no one tried to find it. They would advise against it, but unconcerned if it occurred. In your mind, there would be no problem with tax fraud. In fact, you would support reports that claimed white collar tax filers were very honest, with virtually no fraud found.

You know, if BeHere' and Biff can keep each other busy this might work out really well for the forum.
