37 minutes is obviously pretty long, but after the first 30 seconds you start seeing various individual videos of the police reactions to citizens simply asking a police officer at a police station for a complaint form.
It's rather disturbing!
From the video: "Of 38 different police stations tested around South Florida, all but three had no police complaint forms."
The statement is a direct quote and slightly inaccurate. Many of the police stations shown in the video admitted they had complaint forms, but gave menial excuses for why they could not give the requesting citizen a complaint form. Often worse, they would immediately start asking the requester for his personal information and using bullying tactics to imply that the requester was in the wrong for even raising the request.
There were some examples where the requester was arrested and/or threatened for no reason.
