Only if the states can pick up the slack. They aren't or can't. Certainly not with something like National Security or the FAA.
So we'd have 50 states each with their own rules about aircraft, automobiles, medications ..... compliance lawyers will become a booming industry !!!

Yeah, it's not like cooperation would occur to them. That would be absolutely ridiculous, right?
That is the cooperation. Individuals from each of the states are elected to represent that state and weigh in on issues effecting those states. If those representatives, i.e. Congress, aren't doing their jobs, then each state can recall, vote out or see the removal of their own reps.

Alphabet agencies work outside of this system. This is a serious problem.
