I'm sure it's some sort of veiled racist message telling us that the black and brown people are milking the system disregarding the fact that the greatest majority of welfare recipients in the country are children, elderly and the disabled.

The change from two parent households to single parent households is something that is happening around the world in every industrialized country.
Kinda hard to pin that on "The Great Society".

Entitlements (especially those that arrive at age 65), would be expected to rise as the largest demographic group in the country hits age 65.
