No. Many go to court in an attempt to compel others to engage in associations and contractual agreements they are unwilling to be part of. Many in our sexual deviant crowd detest people being free to mutually agree in their contracts and associations.

The straw ban differs by cities and counties. I believe SF's first proposal was escalating fines that would reach $10,000 and included all bars and retailers. Included in the ban are all plastic single use food service items, stirring sticks, cocktail skewers, cutlery, bibs, etc. Any plastic, even compostable ones.

In Santa Barbara, the straw ban includes an "and/or imprisonment not to exceed 6 months" sentence, which is on par with the CA HIV law.

Palo Alto is now moving on to plastic produce bags. Good luck with buying grapes and peas with that shopping cart.

The Board of Supervisors passed an ordinance Tuesday that will prohibit the city’s restaurants, bars and retailers from providing customers with plastic items — such as straws, stirrers or toothpicks — beginning July 1, 2019. If the ordinance passes the board on the second reading next week, it will then be presented to Mayor London Breed.

If the mayor signs the measure, retailers will also be prohibited from selling single-use food service products made with fluorinated chemicals. Bars, restaurants and cafes would also only be allowed to provide products, such as condiment packets and napkins, upon request or at self-service stations.

Those bans are pretty much the way the entirety of Europe operates.
You don't get a ton of disposable, non biodegradable garbage when you get take out. Paper - period. And if you need utensils, you can either use little cheap wooden throw-aways or go home and use utensils (or sit at a table).
It's a good thing.
Another great thing that they do which we in America are too arrogant to (a) keep from needing, and (b) too busy to bother making a requirement to protect our water systems.
