How can so many unsolved crimes go without even proper investigation/let alone conviction? Because in today's new law enforcement priority system, solving crime doesn't pay! But making simple drug busts does pay, same as the bullshit traffic violations...so that's where for-profit policing departments devote their attention and priorities:

SOURCE: MATT AGORIST @ THE FREE THOUGHT PROJECT

(Support Free Thought) - In the land of the free, those tasked with ‘protecting’ society — often and with extreme prejudice — fall far short of providing anything resembling actual safety. Instead, law enforcement in America often chooses profit over people. One particularly egregious example of this choice is the fact that tens of thousands of raids on people for suspected illegal substances take place every year, while hundreds of thousands of rape kits collect dust in police departments across the country.
If you were murdered today, there’s only a 60% chance of police catching the person who did it. That number drops to 3% if you’re raped. 50 years ago, that number was much higher. What happened?
The answer to that question can be found by looking at where police allocate much of their time and resources.
Civil asset forfeiture pays. Busting low-level drug dealers by the dozen and confiscating their drugs, guns, cars, houses, and money pays. Writing tickets for victimless crime pays. Pulling you over for window tint, seat belts, arbitrary traveling speeds, and expired license plates; these are the things that pay—not solving crimes.
In criminal justice, clearance rates are used as a measure of crimes solved by the police. The clearance rate is calculated by dividing the number of crimes that are “cleared” (a charge being laid) by the total number of crimes recorded.
In the United States, the murder clearance rate in 1965 was more than 90 percent. Since the inception of the war on drugs, the murder clearance rate has plummeted to an average of less than 65 percent per year.
This decline is in spite of there being far fewer murders. It is also in spite of new technological developments to help police solve crimes, like DNA testing, advanced forensic labs, and unethical spying devices like the stingray.
Despite the near complete erosion of the constitutional protections against unlawful search and seizure, the clearance rate for murder continued its free fall. This highlights the fact that no matter how many rights are given up or freedoms diminished, police cannot guarantee your safety.
While police are failing to investigate murders, the rate at which they are ignoring rape is nothing short of criminal.
Every 98 seconds, someone is sexually assaulted in the United States.
According to the Department of Justice, there are hundreds of thousands of untested rape kits collecting dust in police evidence rooms nationwide, and many other estimates suggest that this number could be as high as one million.
As a result of this horrific negligence, roughly 3% of rape cases in America are actually solved. This is in spite of the fact that many rape kits have a high chance of leading to an arrest since most rapists are career criminals who have their DNA on file.
In some cases, the victims even know who their attackers were, but they can not prosecute these criminals because the evidence has yet to be processed by police.
Arresting rapists and murderers simply falls short in the two areas police are worried about—revenue collection and keeping their inflated drug war budgets flowing.
However, because the people have had enough of these crimes being ignored, lawmakers across the country have set out to shift the paradigm—and it is working.
New York City District Attorney Cyrus Vance has helped to allocate $38 million in funding to help 20 states process previously untested rape kits.
As a result of this movement, according to law enforcement officials, more than 1,000 arrests and hundreds of convictions have been made from testing the backlog of kits going back months, years and, in some cases, decades.
“Testing every rape kit is our best practice and our moral imperative – both to ensure survivors receive the support and action they deserve and to ensure that these backlogs never happen again,” Vance said Tuesday at a news conference announcing the program’s success.
More than 55,000 rape kits that have languished over time have been tested and the backlogs in Arkansas, Georgia, Kentucky, Michigan, North Dakota, Ohio, and Oregon have been eliminated or nearly eliminated, he said, according to FOX.
According to the AP, the Justice Department has also allocated $154 million to help in clearing the backlog of kits as well.
One case in particular has garnered nationwide attention as a serial rapist, who has preyed on countless victims, has been arrested.
Nathan Loebe had been raping women for years and walking free because police refused to test any of his victims’ rape kits. When Tuscon police finally went back over 1,400 rape kits, they tied Loebe to more than a dozen victims.
“Tucson Police initiated a full-scale investigation into these assaults and discovered that, for years, Nathan Loebe had impersonated Brian Bonsall, an actor on the popular sitcom Family Ties, to assault women he met on online dating sites,” Tuson’s DA said.
One of Loebe’s victims, speaking at the news conference Tuesday, said having her kit “finally tested was a catalyst for hope,” according to ABC News.
In February, this serial rapist and violent criminal was taken off the streets and found guilty in Arizona of 12 counts of sexual assault, five counts of kidnapping, three counts of stalking, and one count of attempted sexual assault.
The hundreds of convictions mentioned above illustrate what happens when police go after actual criminals instead of people who choose to partake in substances deemed illegal by the state. Sadly, however, it has taken hundreds of millions of dollars in incentives for police to finally prosecute these actual criminals. For now, however, at least some victims are finally seeing justice.

Thanks for posting this, R. These cases need closer attention.
I should add that the MSM in all its glory sure as hell doesn't make it easy to follow stories like this!

I check in on a libertarian-oriented newsfeed at Blacklisted News (where I first noticed it). There, it's crosslinked with The Freethought Project - who wrote the commentary on this story. Now what's shocking is that searching through the news yesterday, the original source is a local Oklahoma radio and tv station where new money was used to check through the backlog of unexamined rape kits the local PD had in lockup.

That local story, unlike the Freethought Project, did no analysis of WHY the situation was this out of hand and could not do any analysis of what their own and other police forces devote their time and resources to! That's understandable, considering that, as an old friend who worked many years for our local daily told me back when budget cuts started weighing in because of media mergers in Canada (that asshole - Conrad Black), they had almost no journalist staff left, and were almost totally dependent on the police blotter and PD spokesmen chose to tell them. The rest of the "news" was turning into just promoting local community events. So, let's just say that if a local reporter there did such a hard analysis, that would be the end of access to the Police Department! It's just a good thing that there are independent journalists and bloggers out there who notice stories like this (or may have had someone who lives there send it to them) and can put it a wider perspective informing the public of how deep institutional corruption and evil reaches down in law enforcement across Third World America. And that sure as hell is not a message that either conservative or liberal MSM are going to tell their readers and viewers about! Because they see themselves as loyal supporters of the same system that the politicians and oligarchs play in.

This also should be a wake up call to social media addicts! Last summer, I found out for the first time from some younger idiots at work, that they take all of their news off of their Facebook feeds! As if they think the Zuckerborg is going to keep them fully informed and give them good information/instead of propaganda!

Zuckerberg isn't the one posting news on Facebook. It's people like ME and my BFFs. Usually, the news is current and accurate because it is easily fact-checked and all over MSM. AND there are the odd few who actually make a comment like "this is not accurate" "please fact check" or they provide the facts in their comments.

Cops are just another criminal gang.
Yes, and the takeaway that policing does not function the way it looks like on all of the pro-police and security TV dramas and reality TV shows, is what everyone needs to understand from what's going on here!

It should have been obvious when, those of us who weren't paying close attention to crime and law enforcement issues started hearing that the police department in the St. Louis suburb of Ferguson Missouri, after just one more police shooting/and leaving the dead body of an 18 year old man uncovered and lying out on the pavement in front of neighbors for more than 6 hours (an obvious intimidation tactic) some of us who were paying attention to indy media that actually talked to locals informed us that almost everyone in Ferguson..especially black residents, had their own beefs with police over more minor matters: often saying it was becoming impossible to drive back and forth from home without cops stopping them to look for violations of any kind to issue fines or court summons's. Then, we learned that Ferguson's PD...which had built for itself a brand new police headquarters, was earning more than 60% of revenue for its own police budgets! So, the traffic stops and miscellaneous harassment were ...when it was all boiled down, a tax system levied on the poor and working class in Ferguson to support a hostile security system that threatens their lives and takes whatever money they have from them!

And then idiot Foxnews viewers wondered allowed: what's the matter with all those darkies going on a riot because of a violent young thug! No attempts have been made to compare what's happened to policing with what we hear about and are warned about if we travel to Mexico or Columbia, or Brazil and other hotbeds of violence where local 'officer friendly' is there to extort money from you!

The right has just comforted itself by the implicit assumption that if you're white and middle class, you got nothing to worry about. But what if you, like so many milennials today, find yourselves falling through the cracks and more likely to be a target of law enforcement looking to make busts on simple drug possession or motor vehicle violations...like expired insurance etc.. And since what we're seeing here is a small part of the larger forces of capitalism at work, what is there to stop policing for profit from expanding their horizons! Going after whiter, richer demographics to bring in needed returns to pay their salaries and buy all the new military toys coming in.

Do you believe Facebook carries ALL of the news? A year ago, I heard an interview with Rob Kall, who used to do a weekly podcast for many years and still runs a liberal/left news aggregator - Op-Ed News, where he writes some of the editorials. Kall mentioned that OpEd News used to be carried by the Google News page and was dropped without warning several years ago, long before this hubub about "fake news" started. And it's the same on Facebook! Most contributors and viewers keep dropping comments that many articles are dropped for no reason after Facebook members repost them on their Facebook pages. They just disappear into the void!

Now, tell me: were you or any of your BFF's aware of this story? A policing scandal that involves failure to investigate many murders also and for the same reasons: there's no money to be made investigating rape and murder/ while there is doing drug bust and even writing up speeding tickets! So, what the hell is the point of police departments that keep consuming larger and larger amounts of local city and state budgets, while other essential programs like schools have to do with less money!

From my pov, this is all part of why so many people all say and believe the same things and are unable to think independently about stories and issues that don't quite make sense today!
