"The battle over Medicaid expansion has been particularly contentious in Virginia over the past several months, as McAuliffe been unable to convince the GOP-controlled legislature to move forward with implementing the policy even though it has bipartisan support in the state.

The governor announced his decision to expand Medicaid unilaterally during a press conference on Friday. He said he will use his executive power to expand Medicaid administratively, and asked the Secretary of Health and Human Resources to draw up plans for that project by the beginning of September. “I am moving forward,” he said, noting that lawmakers’ continued refusal to extend health care to an estimated 400,000 of the state’s poorest residents sends him “to bed every night with a pit in my stomach.”

He called the GOP’s decision to block Medicaid expansion “unconscionable.”

Of course he cannot do that as only the Legislature can raise revenues. And it will cost Virginia money.

Funny how the left does not believe in the rule of law when they're in power.

Isn't it about who is in power? You think Obama cares if anyone thinks his ideas are ok? He does what he wants, period.

You fault the Republicans for sticking to their guns...and yet when Obama decides something and no one else wants it...(like ObamaCare) that is ok.

President Obama he want to give healthcare to people that don't have it. There is nothing wrong with nationale health care.

Wrong. The Virginia Constitution gives the governor the authority to line item veto. The only lawlessness involved here was the illegal and unethical bribe given to a state lawmaker to resign so the Republicans could take over the Senate. They are complete and total pieces of shit. Good for governor McCauliffe. We need a Democratic governor in this state that has the balls to drag Republicans through the shit on a daily basis. The Republicans have been put on notice, and they are going to lose. Big time.

Since the Virginia constitution gives the governor the authority to line-item veto, why don’t you jump in here with your anti-American slant on things and explain these sections of the Virginia constitution, which contradict your anti-American musings, with your expert opinion:

Section 6. Presentation of bills; powers of Governor; vetoes and amendments.

(d) The Governor shall have the power to veto any particular item or items of an appropriation bill, but the veto shall not affect the item or items to which he does not object. The item or items objected to shall not take effect except in the manner provided in this section for a bill vetoed by the Governor.​

Section 7. Procedures.
No ordinance or resolution appropriating money exceeding the sum of five hundred dollars, imposing taxes, or authorizing the borrowing of money shall be passed except by a recorded affirmative vote of a majority of all members elected to the governing body. In case of the veto of such an ordinance or resolution, where the power of veto exists, it shall require for passage thereafter a recorded affirmative vote of two-thirds of all members elected to the governing body.
Section 7. Collection and disposition of State revenues.

All taxes, licenses, and other revenues of the Commonwealth shall be collected by its proper officers and paid into the State treasury. No money shall be paid out of the State treasury except in pursuance of appropriations made by law; and no such appropriation shall be made which is payable more than two years and six months after the end of the session of the General Assembly at which the law is enacted authorizing the same.​

As usual jimmy, you sound like a scolded child. You're going to have to come to grips with the you lost on Obamacare. There isn't going to be some miracle happenstance where that situation changes for you. The black guy in the Whitehouse has filleted southern white ass. And there isn't a thing you can do about it. I know that upsets your southern whiteness. But nobody gives a rats ass. That's only a weakness that exists in your mind. At the end of the day, the black guy is going to win, and every redneck in the south is going to lose. This isn't even a debate any longer. All 50 states will eventually expand Medicaid, and Obamacare will be the law of the land for evermore. Deal with it.
